Visual Studio sets a $(BuildingInsideVisualStudio) property to true when a build started from inside VS.
I think that using this property inside a conditional will do what you want:

<When Condition="$(BuildingInsideVisualStudio)==true">
<PropertyGroup>
<PostBuildEvent>dotnet publish "$(MSBuildProjectDirectory)"</PostBuildEvent>
</PropertyGroup>
</When>
</Choose>
Since VS is invoking the dotnet CLI, the PostBuildEvent won't be triggered a second time since the second build was kicked off by the CLI executable and not VS.
Hopefully I correctly understood what you're trying to accomplish.

A while back I picked up my first 4k monitor - a Dell U2515H ultrasharp. They are out of production now, but the model that replaced it simply blows compared to the U2515H. If you don't have one or more 4k monitors, you're missing things. VS is actually usable with all of the real-estate available.

Personally I don't see the fuss that is made of 4K the human eye can't detect any real difference...

It's more of a real-estate issue. I can actually have multiple working tabs open in my development tools without occlusion.... but I agree with the comment about the eye...

But we're not talking about a TV across a room, we're talking about a monitor on a desk.
I use a 4K 40" TV as my monitor (well, one of them anyway). That means I get 3840x2160 on a display 40 inches across. Human eye limits or not, that means I get twice the resolution (for each axis) I would get if I was only spreading 1920x1080 across that same surface area. I get 4 times the real-estate, so what I could do on a 1080p monitor, I can do in a quarter of the space available. Which means I can load (and view) a lot more windows at the same time.
If the text was so small I'd need to rescale to 200%, then I'd agree--you're just blowing up 1 pixel to be rendered by 4 and that's a complete waste.
Those who don't see the point of the 8K displays currently being introduced at CES are all complaining about the lack of media availability. I don't care for watching movies at 8K - but if I could get a display that can show 7680x4320 for a reasonable amount of money, I'd be replacing my 4K monitor and the additional 1080p monitors with a single panel.

I'm pretty fond of my three: 1 * 22" in Portrait (Chrome), 1 * 22" in Landscape (Visual Studio), and 1 * 19" square jobbie (email and odds'n'ends). I have to move my head quite enough to keep working with them (but I can see 1 and 3 in my peripheral vision when concentrating on VS).

I used to have 4 32" monitors setup in a vertical side-by-side on my desk. Each costs over $2K. Visual Studio doesn't play nice if you need to expand across monitors, it shudders. Got rid of all those and opt for a 55" 4K Samsung border-less, curved. Much better and smoother with VS. Beside it admires everyone walked by and it only cost 800 bucks. And much happier.

Last time I was looking at a monitor, 4k seemed to only be useful once you get to 30+ inches. I went with two 27 inch monitors instead. Thinking if I need more in a few years (second desk or whatever), I'd go 4k and 30+ inches then.

I long for the days of cubicle walls. We have the new "open" concept. The visual and audio distractions are many.
Supposedly the open concept results in a more productive team atmosphere. I don't buy it. From what I observe, it seems to result in a more idle chit-chat. Instead of a conversation being isolated to a break room it is now out in the open where more people join in.

We just got an email stating that "they" will be checking badging in and out. If we don't show in the office for at least 3 days a week, that after a certain period of time we will become "remote employees" and no longer have our little rolling table. I refuse to call it a desk.
And some Goomba takes it upon theirself to turn the lights on in our area and they don't even work in it.

I despise the headsets. If you're going to be on a call, you better have an elephanting light blinking, or I reserve the right to slap your head. You want to stand up and have a public conversation? I'm going to mess with you.
I want to know the retards who came up with this open office bull crap. Software is hard, don't f*** with me when I'm trying to write code. The other day, the facilities guy came by dragging a drone who I fear was in charge of moving the software group to their new location. We're not in the best of locations, but we have a lot of desk space for our projects (embedded). No, we cannot live in an 8x8 cubicle....
