Yes, I use this OS in my pad computer. I have tried using Windows 10, but it takes too much space. I am getting ready to reload the OS, so I figure this is a good time to use such an app.
I would especially like an app that gets rid of the hideous things that are on the display (are they called "charms"?).

If I recall, there is nothing charming about Win8.
Laptops and PCs are so cheap now, why not buy a new machine with Win10? and throw your old one in the trash can.

I have a 12 year old laptop I've used almost every weekend this summer in the gazebo in the backyard. It's so old I didn't care if leaving it outdoors all season might've killed it. I brought it back inside after it's gotten too cold to hang out in the gazebo, and it's still going strong. I would not have done that with a new(-ish) laptop.
I didn't need anything more powerful to browse the web and read random articles. And contrary to a tablet, I could just leave it on my lap without holding it to read.

They soo cheap, I still have to save 6 months for an average PC; the desktop I got as a gift would have taken me a year worth of savings.

as such u may need to try reinstall and try to remove things that are not needed ..you can try classic shell once you reinstall to make it more usable....

While I have bee running Windows 10 like forever.. I don't even know how to bring the charm forward! 
I suspect they have been disabled in some build..
