Help on Mp3 Files

Can anyone help me to know the encoding and decoding algorithm used in MPEG-1 or MPEG-2 Audio Layer 3 (or III),[4] Files.

I have a Wave file which is in Uncompressed format I want the logic Used to convert it to Mp3 file.

Can anyone help me to know the LAME encoding algorithm???
I have the sourcecode but it is written in c++.Net
