Logon/lock/unlock event in windows

Guys - Below is the scenario.

As system boots up, it will ask windows login screen. User will enter the credentials and as pressed or enter, our API will call for second authentication and then allow person to login other wise wont allow to login and keep it on the same scree login screen.

Same scenario will happen at the time of Lock/Unlock Workstation.

Session does not work as per the scenario.

Please suggest best way....

What I have tried:

We have used session but its not working as per scenario. We cant hold user on the same screen if API returns false.
