directorysecurity.setaccesscontrol throws UnauthorizedAccessException.

We got an admin tool that archives files from SharePoint to a file share. Recently, the old file share has been moved to a new one and since then the tool stopped working. The tool creates a folder at a path that corresponds to a SharePoint document library and then adds access rules for a bunch of users and finally sets them using directorysecurity.setaccesscontrol method.

We tried changing permissions for the folders on file share. Even full trust for users who run the tool didn't help. Right now it seems users in USA can run it but those in Europe and stuff, can't. It isn't domain names also, because we got users in different domains in USA itself. Should the UAC on the file share turned off or something? This is a high priority issue for us. Any help is greatly appreciated.
