Help on how to create an application that can replenish load to a cellphone

Hi guys

I am not sure if your understand my question but I am hoping that you will help me in this problem. I am a smart load retailer and I can send load to my customer through a cellphone. Now I want to send load through my computer that's why I've come up an idea to create an application that can reload to a mobile phone through my retailer account. I don't know on how will I start, maybe my first problem is on how to connect my retailer sim card to this application so that I can send messages through computer but it is connected to my simcard.
I hope anyone here can get the idea about this problem

but my very first question is, it is possible to create an application like this?
