VB.Net 2003 app on Win7 Pro works but not on Win7Ultimate

Hi
I developed a VB app with VS2003 .net that runs compiles and work fine on WIN7 Professional (64bit) I have a new machine now and I installed VS2003 on this new machine copied the project over from the old machine to the new one installed all the latest service packs on the new machine.
The project compiles and everything but when I run it it does not work.

The App sends out a UDP message to a controller that I have built, I can see the UDP message go out on Wireshark but nothing comes back.In debug mode

When I compile in release mode the project runs and I can connect to the controller. But not in debug mode,

I have checked all the settings in the IDE , they are the same for the two projects.
What I'm I missing?
