Help me read file Current Session of chrome using c++!

Google chrome has a file "Current Session" stored at "%localappdata%\google\chrome\user data\default\Current Session".
This file has formated as SNSS file structure and it locked. This file contain current tabs of chrome and something.

I can not read information in this file because it locked and struct of this file too difficult for me to get it.

Please, help me! Thank you so much!
