navigation button does not show third page and previous page in crystal report

My real problem with the Crystal Report Navigation button is :
1. If I click "Next" then the report will ALWAYS advance to page 2.
2. If I click "Previous", no matter what page the report is showing, it will ALWAYS return to page one. i want return to a page back.
3. The last page and the first page button are fine.
