Saying "convert a file to A4 size" is the same as to say "convert a truck to red color", or something like that.

That doesn't make any real sense, because you can't "save" and file in "A4 size".
A4 is a paper size - 210 x 297 mm - and bears no relation to the "size" of a file. It is only a relevant dimension when the file is printed, and then it is under the control of the printer / printer driver. It is only relevant then when the file contains printable information. For example, what is a AVI file "at A4 size"? It can't be printed, because it is a series of moving images, and printing makes no sense. A4 means nothing as far as a monitor is concerned, because there is no direct correlation between millimeters and on-screen pixels - it depends on the actual screen in use at the time.

I think you need to sit down and re-think what you are trying to achieve and work out a better idea of exactly what you want to save and why.
