The victim surcharge is somewhat euphemistically named, it is a tax, pure and simple.

I had to look this up too - it turns out of the court imposes a fine or custodial sentence, the defendant has to pay a victim surcharge to the victim support service. Seems a bit nonsensical here - the victim is the local council and they already have street cleaner so I doubt they need much support. It's not like they are going to be mentally damaged by the issues raised by cigarette butts.

Mind you, I was offered victim counselling years ago (in Hampshire) when the police wrote to say they couldn't solve the crime I reported.
Someone had pinched the tax disk off my motorcycle, presumably because they didn't want to pay for insurance. I was of course badly traumatised by this violent intrusion. </PinocchioMode>

Nope - I haven't smoked for nearly ten years, and used an ashtray when I did.
