It's obviously not illegal in NL, though, because they do it all the time. If a Dutch shop/vendor/salesman offers you a "bargain", it's safest to just keep walking.

So many companies have one "expensive" product per store, and can then use that as the reference price for the sale in all stores. Sofa X was priced at £500 in Swansea, but £200 everywhere else. On sale at £199 countrywide, for a massive discount of X%!

Yep - people see the percentage reduction rather than the price they are going to pay.
It's like the old £2999 or £2985 trick where a lot of people see it as £2000.

Or "up to 70% off!" This does include the 99% of offers at 1% off, and the one product no-one will ever buy at 70% off.

There are variations by state in the US, but it is typically required that information, such as "intermediate discounts may have been taken" or "off manufacturer's list price" appear in the advertising, to mitigate the ability to scream fraud!
The customer should still be a savvy customer, or, the highest law in all of business comes into play:

My first job after university was selling plastic rubbish, wooden giftware and candles in a gift shop back in 1994.
Sales generally exist to get rid of stock that is not selling or is selling very slowly and is costing more in storage space to keep the stock than to sell it at just above cost price.
Back in 1994 we would retail items at 2.55 the wholesale price.
With regards to sales in the UK the law used to be that an item needed to be displayed at a certain price for a certain period of time(I think it used to be 25 days) before you can put the item on sale and put a line through the old price.
Some shops were a bit naughty and found a way around this by initially selling the item at a huge price knowing nobody would buy it then marking it down in a sale and still making a handsome profit on the item. So someone one then enters a shop, sees an item is discounted by 30% and buys it thinking they are getting a good deal.
I think having worked in retail I have to some extent been immunised against the sales psychological tricks and tend to look more at the selling price and ask myself "Do I need this?" and "Is the price a good deal irrespective of the reduction in price?"

We used to have a branch of the Co-op locally, and if they had a real glut of about-to-run-out-of-sell-by-date fruit, a staff member was posted at the door to give away a bag of oranges (or whatever) to every customer as they left.
Made a loss on the product, but gained customer happiness and saved the cost of throwing it away.
