If you are on a "normal" ADSL, then resetting the router will drop the line and reconnect with a different IP - most personal ADSL connections don't use a static IP address.
If he is in a cyber cafe or a company, then her is sharing the same IP with potentially hundreds of other people, and banning the IP would ban them as well.

As far as I was able to see my router receives the same ip from the provider when I reset my router. Other than that what harm would be done if you blocked the IP of a spammer for like 24 hours?

A few years ago I was on a campaign telling everyone to ignore the trolls and they will go away. It didn't work because some people can't resist telling them how angry they are about their postings.
This is just the validation they are looking for so I stopped preaching. I just watch as they keep validating the trolls and complaining that there are trolls here.
