Did someone test it?
I wonder if I access file system on disk in random location (as opposed to just %DOCUMENT%) the app will still successfully port?
Let say I an writing a document editor like Notepad++ ... Which edit file anywhere and also reopen previous file on startup, will it still work with UWP?
I understand we can't have random file access on the Phone.. but hopefully it is possible on the desktop?

If I remember it right, it's possible. One of the teams here did something like that with file picker for images.
I think they've done it for Removable media*. Let me know if you needed any help on this. I can check with them.

I want to open a file in C:\temp without using the FilePicker
I don't feel like installing preview tool.. I guess I will wait and see...
I understand they don't give random file access for security reason... But there should be a way to enable them...

I was thinking something along the line what I do with Xamarin...
I have Xamarin PCL lib, but then I have a local OS bootstrapper which has access to the full API.
Wouldn't it be nice if I can write an UWP app, but have a .NET Platform bootstrapper, with full disk access, that can use the UWP UI!
As well as the pure UWP app, with limited access.
And then implement some kind of file service abstraction on top to expose that logic to my UWP code...

The problem, of course, being that anyone could do this - which could leave potential security holes in the system. Sandboxed apps don't have the concept of rights elevation for just this reason.

Just watched Paul Thurrott from Build.
He was interviewed Rafael Riviera who said it quite clearly: With project Centenial your port you windows app to UWP. You have full access (file system, driver, ...) AND you can use UWP API!

That's useful. I was a bit unsure if the work the other team did was Windows 8.1 App or UWP. There are different variants and different restrictions. Glad UWP API for desktop opens it up. It's been sometime we spent time on windows. With Xamarin, I think we are back

We were just holding back our wallets on Xamarin. It's certainly a big news for the company.
Now MSDN license is like an universal passport to mess with any MS software up there!
Community Edition VS does support Xamarin, You see but there's always some *(star) marks here and there with the free editions! Safe bet is to go through MSDN->VS Pro->Xamarin.

At work we got MSDN.
We also got Xamarin! That was before the acquisition, we just renew our license 2 weeks ago! damn! Oh well.. at lest we got test cloud licenses!

Check if this helps:
In UWP apps, you can only access to the following files and folders:
Directories which are declared in the manifest file (e.g. Documents, Pictures, Videos folder)
Directories and files which the user manually selected with the FileOpenPicker or FolderPicker
Files from the FutureAccessList or MostRecentlyUsedList
Files which are opened with a file extension association or via sharing
If you need access to all files in D:\, the user must manually pick the D:\ drive using the FolderPicker, then you have access to everything in this drive...
I think you can let the user pick the folder once, and put it into the FutureAccessList so that you can always access it afterwards
