The FBI found this by going after Child Pron peddlers and customers on the darkweb using Tor. This zero day find helped arrest some really messed up individuals. Tor uses mostly Mozilla browser code base, thus the warning.
Tor browser is based off of Firefox because Chrome doesn't have enough extensibility to allow it to be effectively hardened[^].
