Where is the discussion area for a BlueTooth device which is there, but not really there ?

Windows (Win'7, on the device manager and "Devices And Printers".) is reporting a certain device on a certain com port, then C# (on the same machine) is reporting that that Com Port is not able to be opened.

I'm not sure where to ask about this.

Is it a BlueTooth question ? A serial port question ? A windows question ? A C# question ? Should I consult a psychic ?
