Explain how to initialize work flow variable or argument

i'm novice programmer in work flow and i encounter some thing like this

VB

new InArgument<Int32>(ac =>Variable.Get(ac))

and

VB

new OutArgument<Int32>(ac => argument.Get(ac))

can any one explain this design pattern under the hood

I think it is Generic factory pattern
