Yes, SSRS comes with Report Builder which allows the user to create ad hoc reports.

First, you need to create a report model and deploy it. http://technet.microsoft.com/en-us/library/ms167048(v=sql.105).aspx[^] Essentially a report model is the list of fields that you chose to expose to the end user.
