When the system has a MORCOSOFT SIGNED DRIVER (the one I wrote) on it specifically for that piece of hardware the OS should use that and not the generic one that shipped with the system.

You want to convert a vb non-web app to vb.net, but what you really want is a C# web app? Like others have said, start over. I doubt very much that even the business logic can be re-used.
