Spam did go down to practically nothing for a while but is now back with a vengeance.

We run our email through a "washer" and the spam percentage has gone from the 60's to the 90's in the last year. That is, 9x% of our email is blocked for spam or malware.

Yes, unfortunately nothing seems to be perfect (well, maybe I am). I use popfile (free) for my personal mail and have to have a look in the junk folder. I am too lazy to always update it.
The corporate service we use sends a quarantine report to each user daily and they can request releases and white/black listing. Has its own warts but worth it, IMO.
Constant battle and will be that way as long as email is free.

I'd suggest concentrating on the middlemen whose forged documentation lets them pose as responsible recyclers to buy ewaste from places where there is a mandate to safely dispose of it and who then smuggle it to the 3rd world to create an environmental catastrophe. Increasing the number of places with requirements to safely dispose of it won't do any good when its impossible for the companies collecting it from consumers to be sure that the people they sell it to aren't crooks.
