That's not spam - spam is a specific problem: advertising or site driving.
It may be abuse (rep point harvesting), but there is nothing against a member solving his own problem and posting the solution for others to see. It becomes abuse when the member is posting questions only in order to do that.
Two instances in two minutes - that looks like rep point harvesting, and abuse.
It's important to know the difference, as they have separate reports, and separate report counters. reporting abuse as spam will mean it takes longer to get rid of the user as some people will vote "spam" and others who look more closely will vote "abuse".

It's spam. Contains an advertisement which invite to buy a book.

Book reviews are there for our members to provide their impressions of books they have read, and to recommend or warn against. These books may be free ebooks, or books that must be purchased. In either case, failure to provide a link to the book being reviewed would be a failure of the reviewer. So, not spam.
However, if the review had bee written be the author or an agent of the publisher, then spam it would be.
Having purchased this book, what I have read so far is interesting and informative, not only for AngularJS, but the design of websites for different purposes.
Plus, $5 a book is a great deal.
