Before you point out that nobody is perfect: I have gotten to know enough managers who barely met any of these choices. No competence, no character and a very weak grasp on reality. Just excuses why these things make them great managers. I have no idea in what factory they are made.
I have lived with several Zen masters - all of them were cats.
His last invention was an evil Lasagna. It didn't kill anyone, and it actually tasted pretty good.

I think most of my managers were intelligent and had some common sense.
They'd probably be willing to listen to idea's too...
If only they were competent.
I think not knowing what it is you're supposed to do while doing it to get salary makes people do weird things.
Like do a lot of trouble to get a hire ASAP and then send them home because they haven't been "onboarded".
They're like big babies who make a tantrum to get some attention.
Constantly changing priorities is probably just another trick to look like you're doing something, even if it's not productive.

My boss and I would debate on how to solve problems - come up with a solution together and no egos in the mix. We view things very differently, to a first approximation, in problem solving. Easy to learn from one another - whether as a coding technique or sensible feature additions.
I guess that's why I still have fun doing this after so many years.

I think their reliability, competency, work ethic and general availability can be used as an umbrella term.

The ability to facilitate my work. Since by doing it, probably includes several of the others.
