I think, that is exactly the point, the code, examples, improved classes, dll's and other stuff that are published under the articles.
It is not the same one article explaining how to print on the intranet, than an article giving a full coded tool, or a template that works better than the default of MS

The survey is for those who do wish to release under a license, and I would strongly encourage anyone wishing to release code to take the 5 mins to read through their options and pick a license for their code. In fact I can't understand the reasoning for not taking the time to do so.
Not doing so means those who might otherwise wish to use your code can't. They have no certainty that they can use your code, and conversely, you yourself have not taken a minor but important step of protecting yourself from those looking to blame others (ie You) for their mistakes, oversight or lack of diligence.
