Piwik is also a good choice, especially when privacy is of concern (it checks the Do not track preference of the client browser and encourages you to take privace serious, I am not sure how GoogleAnalytics or WebTrends handle that). But, yes, an existing product would be most likely better. 1) would be alright, though.

That's a perfectly fine answer to your question.
The improtant part in the link is the "strtotime" function.
That function converts your 2013/04/06T13:24:00Z timestamp to a UNIX-Timestamp which is easier to compare to topical time() the way you want it to do.
