Answer to
"yes but there is one block only for connection string not so many setting like in web.config"
you can have your settings in <appsettings> section as well as <configsections>
In App.config file:
<configuration>
<appsettings>
<add key="msg" value="You look beautiful!!!"></add>
</appsettings>
<configsections>
<section name="SEC1" type="System.Configuration.NameValueSectionHandler"></section>
<section name="SEC2" type="System.Configuration.NameValueSectionHandler"></section>
</configsections>
<sec1>
<add key="Directory" value="C:\Folder"></add>
<add key="File" value="abc.txt"></add>
</sec1>
<sec2>
<add key="Directory" value="C:\Folder"></add>
<add key="File" value="def.txt"></add>
</sec2>
</configuration>
for retieving appSettings in c#,
ConfigurationSettings.AppSettings["msg"];
for retrieving sections in c#,
var section = ConfigurationManager.GetSection("SEC1") as NameValueCollection;
var value = section["Directory"];
More info:
http://stackoverflow.com/questions/4670669/how-do-you-use-sections-in-c-sharp-4-0-app-config
IF you are not comfort with these kind, you can go for a custom xml file for storing your settings..
XML file:
<Param> <name>TargetFolder</name> <value>Foldername</value> </Param> <Param> <name>SourceDB</name> <value>DBServer</value> </Param> <Param> <name>FTPServer</name> <value>servername</value> </Param>
Now read all these settings using xmltextreader.. Ref: http://support.microsoft.com/kb/307548
store it in a key/value pair...
and for getting the directory all the following works fine,
System.Environment.CurrentDirectory
new FileInfo(Assembly.GetExecutingAssembly().Location).DirectoryName
Directory.GetCurrentDirectory()
if you are not clear, tell me specifically which is not clear to you..

Save all your settings in a xml file. then read the file and store it as a key-value pair...
Like the following:
<Param>
<name>TargetFolder</name>
<value>Foldername</value>
</Param>
<Param>
<name>SourceDB</name>
<value>DBServer</value>
</Param>
<Param>
<name>FTPServer</name>
<value>servername</value>
</Param>
<Param>
<name>FTPUserName</name>
<value>username</value>
</Param>
<Param>
<name>FTPPassword</name>
<value>12345</value>
</Param>
Hope this applies to ur problem.. If not, pls explain your prob. more clearly...

Better use a settings file of your own... read all settings using a class.. store it in a hashtable or dictionary..

same as lukeer said above.. Speech recognition involves a big, complex problem... What u r saying is achievable but needs a lot of work... i mean it is not a simple application...
use a library for speech recognition..
and then remaining part is easier i hope...

ExecuteNonQuery() returns number of rows affected and when it reurns -1, it means that something like rollback has occurred. Check for any triggers in your side.

There are a several different tools out there, a couple I have tried are:
XenoCode Postbuild (now Spoon Studio)
Salamander .NET Linker
You can find more by doing a search for ".NET Linker."
The two above, which I tried, seemed to work ok, but I never widely tested my code built with them. I tried them mostly out of curiosity.
My .NET apps are mostly used by IT departments. Installing the .NET framework is no big deal for them.
If you want to write software more targeted at end users then the .NET install may turn them off.
