I was a little casual with my words. A website has the reference built into the webconfig file. A web application, which i am developing, has it built into the .aspx page.

Was hoping perhaps it was backwards compatible.
Since v3.5 if for vs2008 .net3.5 do i then have to change project to .net3.5 and will it be ok to do it in vs2010?

so you are saying that :
1. in vs2010 publish to a local folder on development computer
2. connect to server in iis
3. copy local published folder to correct folder on site connected to thru iis
using add application? or just paste?
4. convert to application

1. Also, it says "publish your website"...meaning one-click publish or something else?
2. It says "Copy the published application folder" ...does this mean i right click on the application folder and select copy or something else?

I went through that.
1. It is creating application on local computer not server....can i just copy the files to server site as i did to local computer?
2. It doesnt' work on local computer...i get to final step, and get 404

Can you be more specific...this is my first time.
when you say "set up the folder" You mean a virtual directory?
i am able to now connect to site using iis (had the info filled out wrong b4),but don't 'see' the application, altho can verify by 'ftp-ing' to site that application files are there.

Can you give me some insight or direct me to info about using one-click publishing in vs2010 to server?
Specifically an ftp site folder was setup, and i transferred the files into the server folder using vs2010 one-click publishing. Understood that i needed to then connect using iis, and convert to app, but server is not allowing me access. Checked iis settings with server support, and don't see the problem. When look at the website, get the following:
Server Error in '/' Application.
Runtime Error
Description: An exception occurred while processing your request. Additionally, another exception occurred while executing the custom error page for the first exception. The request has been terminated.
Ideas?

the old site start page is index.html and the folder it is in holds all the files.
The links off the old page are:
HOME

CONTACT
new
Where the first two are old site links and the third is from the new site

The old site is available, and can be viewed in browser. The link on the old site gives a 404. If it was IIS, then the original site wouldn't launch would it?

1. Isn't a modalpopup always visible?
2. It has to be Hyperlink, not linkbutton

It turns out there are special restrictions on the App_Data folder, and that is why it wouldn't download!

I thought maybe i had to deal with filestream, but you seem to be saying I don't need to do that if i don't want to download in chunks?
Here is what i did in code:
<pre>
<asp:HyperLink ID="HyperLink1" NavigateUrl="/App_Data/filename.pdf" CssClass="hidden" runat="server">
<asp:Image ID="Image1" ImageUrl="/img/Adobe_PDF_Icon.svg.png"
Style="position: relative; float: right;" Width="64" Height="68" alt="Adobe
PDF Icon.svg" runat="server" />
