Color picking from a given image

I wanna design a color picking program in which, color is to be picked from a particular (x,y ) coordinate of a given image (onMouseOver event).

Program should work same as found in Adobe Photoshop.

Please help me to design such a program.

Is it possible to implement the above program as web based application?

Really don't know the answer for that. I guess that Silverlight version could be close to the WPF version, but I'm not sure.

Actually I am trying to implement that in WPF Browser Application but finding some runtime error.

Thank you SA. However, I hope the OP gets this to work since as far as I know XBAP isn't very widely adopted among browsers... However that area is mostly outside my knowledge.
