Is it possible to type a value in textbox at runtime in report rdlc file?

No, Its not possible to write value in a text box which is in report itself,

You can only write value to the text box if it is defined as a parameter on the top portion with Rdlc.

you could use expression to change the value on textbox depending upon the parameters selected or depending upon the the value
