Need to Restart IIS for javascript changes

I was wondering I chaged some external javascript file and upload it to QA Server, but still I am getting old javascript setting. Do I need to restart IIS of host server for Javascript Changes?

No need to restart. Just refresh the website in IIS.

You should clear the browser cache after the changes in Javascript. Most browsers cache the javascript in the temp files. Use the free tool 'CCleaner'.
