im looking for semantic web frameowk and semantic cms...any suggestion please.

You have to define your rquirements first and search for a solution. The "best" is going to be the one that fits your requirements. No one else but you can do any of this.

Redland is a good RDF framework (From My Experience). I am mainly using its Python bindings and am installing it on Mac OS X via MacPorts (e.g., port install redland-bindings +python).

You could use it with other languages too (see its bindings for Perl, Ruby, ...)....BTW, what's u r platform?
