sap connection in asp.net

Hi friends,
i create the web services for access the sap server. but i got following error to access that sap server .

LOCATION CPIC (TCP/IP) on local host with Unicode ERROR partner 'ip address of SAP server' not reached TIME Wed Aug 22 14:57:20 2012 RELEASE 720 COMPONENT NI (network interface) VERSION 40 RC -10 MODULE nixxi.cpp LINE 3286 DETAIL NiPConnect2: 202.131.123.170:3300 SYSTEM CALL connect ERRNO 10060 ERRNO TEXT WSAETIMEDOUT: Connection timed out COUNTER 2

can any body give the reason for this error.

it was the cyber roam issue which prevent the outer access. when i open the port of sap connection in cyber roam i can access the sap.
