I have recognised this too some times (time stamp for all questions is 4 hours back). When this happens now I'm reloading the QA page and always get the correct times then.

On Firefox 56.0 under Windows 7 the report flag is no longer visible.
Upvote icon is also no longer visible.

Happens for me too here at work with an old 4:3 monitor. Works at home with a 16:9 HD monitor but the buttons vanish when down sizing the FF window. The code is there (have a look at the page source). So it seems to be a FF and Chrome rendering problem with small window width.

16:9 monitor here but not HD resolution - I'm too blind for that so I had to settle for a 1600x900 (a bit blurrier but bigger).
I alwasy use maximized view.

This is what I see on FF 56.03 with the window shrunk as narrow as it will go
However, I'm on Win10.
Can you paste in a screen grab of a message showing the issue, please?

With Win7 and Firefox 48.0.2 it works fine. 16:9 monitor set to 1366x768 (native resolution).

I think it must be something to do with the $(...).ready(...) is not a function error. But I can't see the cause - jQuery is definitely included in the page well before that line, and previous $(document).ready(...) don't seem to have a problem.
I've tried opening the page with add-ons disabled, so it's not an ad-blocker messing with the site.
The error doesn't seem to appear if I'm not logged in.
As far as I can see, the affected code block seems to be trying to set up two date pickers on elements which don't exist in the markup: #ctl00_MC_StartDate_DateText and #ctl00_MC_EndDate_DateText .

Just tried in Chrome, and I'm seeing the same error, now reported on line 1378, which is immediately after the two datepicker blocks.
IE11 has a "function expected" on line 1371 - the same block.
Edge has the same "function expected" error, on line 1322.
The debugger shows $ defined as:
$ = function(a,b){return new n.fn.init(a,b)} which doesn't look like jQuery to me.
EDIT: That definition matches $ on other pages, so I'm assuming it is jQuery.

I can access CP, MSDN, Bing and a handful of other sites. All the rest is "VERBOTEN! NEIN NEIN NEIN NEIN! YOU BIST LAZY LABORERS! VITH INTERNET ENABLET DU BIST DOING NEINTHING!".

Take a screengrab of the message and paste it in the message creation text box. I use the Snipping tool in Windows, set it as 2 second delay, then hover over the message, copy the Ctrl+C to copy to the clipboard, then Ctrl+V to paste to the message creation window.

Have you restricted the forums this works on? It's working here, but it doesn't seem to work in the Soapbox.

It's only active on two forums. I'll have to mark them as such.
I'm not sure what would convince me to allow the Soapbox to have images. That's a big ask.

I'm also seeing two script errors in the console, and clicking a message reloads the entire page:
