All the articles / Tips I open today. IE and FF.
When clicking in the subject of a message, it changes the URL as I would take the permalink everytime.
eg:
<a href="https://www.codeproject.com/Tips/223095/Simple-Singleton-Pattern-in-Csharp-2">Simple Singleton Pattern in C#</a>[<a href="https://www.codeproject.com/Tips/223095/Simple-Singleton-Pattern-in-Csharp-2" target="_blank" title="New Window">^</a>]
changes to:
<a href="https://www.codeproject.com/Tips/223095/Simple-Singleton-Pattern-in-Csharp-2?msg=5333049#xx5333049xx">Simple Singleton Pattern in C#</a>[<a href="https://www.codeproject.com/Tips/223095/Simple-Singleton-Pattern-in-Csharp-2?msg=5333049#xx5333049xx" target="_blank" title="New Window">^</a>]
instead of just opening the message.
Possible influencer? I have started the browser session doing a search and opening some articles from the search results. Those articles are loaded will all messages in the board expanded.
e.g.2
EDIT:
I completely closed the browser and started over again. Without searching anything... no changes.
I miss the report flag in the message boards of the articles, but I get it in the forums.
BTW... the affected messages are missing the bookmark icon too

Have you tried CTRL+F5?
I'm on Chrome Version 70.0.3538.102 (Official Build) (64-bit), Win 10.
But it works fine in Execrable Edge as well:
My URL's aren't being played with either - do you have extensions or net nazis getting involved? Are you signed in on that page?

I am almost always signed in, I do it when I come straight away.
I do have net nazies involved (now at work), but nothing different as usual. And anyways... if that should be a reason, why the inconsistency and the URL-changing when clicking the message
Choosing the permalink on my previous message... I landed in the nuked message of the picture you posted. I clicked in the second message and my URL changed to:

I can't see the flag nor the bookmark in the second message.
CTRL+F5 --> No difference.
The browser tab is still showing "wait for codeproject.com" as title. Looks like it would not finish the load process.

Nothing installed locally, from domain... no idea.
But yesterday (can't tell for sure) / last Friday (for sure) was working fine.
IE 11, v11.0.9600.19180 / Update 11.0.95 (KB4466536)

Found the issue: we use Array.filter which was added in ECMAScript 5.1 (ECMA-262), and hence isn't in IE. Use a modern browser and it'll be fine.
I've made a fix that I'll deploy after lunch.

Some thoughts:
a.) It is very cool that you can register with CP very easily and immediately afterwards can participate
b.) As mentioned above one can immediately report a problem in B&S, which is very good (at least in my case now)
Whether it is good that you can create a post in the lounge or wherever is rather questionable.
One more thing: I can answer in the lounge to a post (without mail confirmation), but not in the soapbox.

Yes, I got this with (Munchies_Matt / fat ___ boy).
I think klicking "forgot password" would solve it but maybe it helps CP to find the reason if I don't do it right now. Let's see.
