Doesn't look fixed to me. Every article download goes to the "downloading" page, then redirects back to the article page with the message shown in the OP's post.

You are right, the basic logic is OR, but its not straight forward. I will figure out some wording to explain it properly.

I wanted to write my article here, I opened Articles > Submit Article or Tips > Start Writing
and I see article system is currently in read only mode.
What is that? I have verified my email address.

Try it again - it seems fine for me.
In fact, I threw together a test article and it went through fine - I've since deleted it, but it worked.

This just indicates that an article was deleted and is still the currently accepted version. Later someone edited it and pushed it into the Queue for approval.
Once it does or doesn't get approved, this will likely get approved.
This is something we are looking at to avoid confusion, but is part of a bigger refactoring/re-architecting of the article edit/publish workflow.

I've tossed this at the poor sod who wrote this module. It's probably something he can fix quickly, if he wasn't up to his ankle in it, head first.

I have confirmed my Email address a few weeks ago, and deactivated all Email notification because I will not answer faster to notifications.
In fact, on screen notifications are the perfect tool for me.
- What setting did I missed to get on screen notifications and not on Email ?
- Or should I switch back to unconfirmed Email?
Note: I have got my Email address unconfirmed for years and notifications were working just like I wanted, the only downside is that I was locked out of parts of the site.

Looks like I receive notifications (red square) from this forum, but not from Q&A forum.
