You need to purchase SMS Gateway API or you can use free web services from xmethods.net
or mymantrasms.com

go to ubaid.tk and find c# api
by this u can use waysms api so that you can send sms to any number using given mobile number

for this u have to purchase a third party gateway, Which will give u his API.You have to apply this api in Your project
