It depends. Do you want to view the pdf's content nicely rendered? Then use a viewer.
If you instead want to see the individual bytes, then don't. Use vim instead.

Don't bother, just transmit the file to the client. The client will handle it.

Or if you want, you can always place a notice:

"Your computer need to have PDF Reader installed in order to view the content. In your computer don't have, you can download Adobe Reader at HERE or Forxit Reader at HERE. and if you have any difficulties in opening the PDF file, read this [Step by Step Guide For Beginners: How To Install PDF Reader], if you still have problem, just make us a call at +<some numbers>. Our help line is 24x7 stand by for you or write us an email or contact our online chat or SkyPe(<username>_<companyname>). For more information about what is PDF Document please read this [Wikipedia:PDF]."

Sorry for the joke, but, you can just don't bother it :)
