Unlike on the desktop, .NET Compact Framework 2.0 can actually run CF 1.0 applications, so you don't need both runtimes installed. "Windows CE 4.21" indicates that the device is running Windows Mobile 2003 SE. If the device has a touchscreen, it's a Pocket PC Phone, while if the screen doesn't respond to tapping, it's a Smartphone, in Microsoft's terms.

.NET CF 2.0 does not support Smartphone 2003. If you have a Smartphone, you need CF 1.0.

So, the file you need for Windows Mobile 2003 for Pocket PC, assuming you have VS2005 installed, is in %ProgramFiles%\Microsoft Visual Studio 8\SmartDevices\SDK\CompactFramework\2.0\v2.0\Windows CE\wce400\armv4\NETCFv2.ppc.armv4.cab.

For Smartphone 2003, the file is installed at %ProgramFiles%\Microsoft Visual Studio .NET 2003\CompactFrameworkSDK\v1.0.5000\Windows CE\wce400\armv4\netcf.all.wce4.armv4.cab. Note that this is not updated by VS service packs and is the RTM version which doesn't work. You should grab the .NET Compact Framework 1.0 SP3 Developer Redistributable[^] and use the file from there.

Visual Studio 2005 should always deploy the right version when you debug. End-users may find it easier to use the "End-User Redistributable" obtainable from www.microsoft.com/downloads/[^].
