But necessary... you need something to base your development costs.
No customer will embrace an ongoing project without even having an initial budget for it.

Like I said, we need a well documented book with all the specifications and we must update it whenever there are changes to it. This is the only way we have to protect ourselves from customers saying the slip fault is entirely ours.
