No. Not everybody. Only people with Gold+ members. They are very limited. Check one of the Luc's article to see the exact number if you want. Initially it was only Platinum members, but looks like it is extended to Gold now. (For situations where spamming is at peak and more people are required to handle them.)

But again: What's the point of "deleting" a comment and then it's still visible? You might have written something that was completely wrong that you really don't want anybody else seeing?

The fact that you deleted it means that you consider it to be wrong therefor nobody is going to hold it against you 
The point might be that when you post a comment, another user posts one building upon yours or simply saying it's wrong or something, then you delete yours leaving only the response to yours, people might wonder why that 1 comment is there making no sense at all.

I don't recall having seen this one before, but I'm sure it must have been discussed before, as it is rather obvious. My apologies in advance.
When switching from normal forum view to "View Thread", all works fine as expected. However when the thread has been read, one probably wants to continue seeing the next/previous (older/younger) thread. But AFAICT the only available tool is "View All Threads". When clicking this, it returns to the first page of the forum, i.e. the most recent thread, possibly resulting in a need for a lot of "Next page" clicks to return to where we were.
How about adding all or some of these:
0. view all threads starting at this very thread
1. view all threads starting at next older one
2. view all threads starting at next younger one.
3. view next older thread
4. view next younger thread
having at least (0) or (1) or (2) would be a dramatic improvement.
[EDIT]
(0) could become the normal behavior of the "View All Threads" widget that is already there.
(3) and (4) could become regular "Next" and "Prev" widgets, currently absent in View Thread mode.
Of course one can use the browser's "Back" button, but that seems a bit odd, as all other navigation is supported by the forum pages themselves.

Hmmm been a member of CP for more than 4 years now and it's the first time I used the thread view.
Have to say: I don't like it back to normal view.
And I'm guessing most if not all use the normal view

I'm always in normal view, except when I want to dig deep into a topic; thread view allows you to get the top message (the original question) at the top of the list, and probably all the replies on the same page. It solves the problem you get when a thread has a few messages at the bottom of one page, and a few more at the top of the next page. That's all. Getting out of that mode and continuing normal reading is what I would like to see improved a bit.

Messages can be pinned, i.e. kept permanently open while looking at one or a couple of other messages; the original question is a prime candidate here, provided it is on the same page.

However (and tengential to the topic) have you see the Prev/Next button in Quick Answers? I'm assuming this is the style of thing you're after?
We're using Quick Answers as a test bed for the prev/next since it's a simple system on the surface with some nice subtlties that allow us to test a bunch of stuff. Once we're happy with it (and its speed) we can extend to things like fora and articles.

If your searching for an article and you filter your results with C++ for example, when you next visit Quick Answers that is the filter that will be set. Slightly less inconveniently (for me at least) when you look at the latest articles the same filter will be set.
If the filter is going to persist then why is it set when I do a quick search for an article, rather than some setting from my profile?
I didn't think many questions had been posted in QA today, but it turns out that the filter was set to VB.NET because I went to check an article for somebody earlier on.
It's not so bad that the filter persists when I set from QA itself, but I wouldn't expect my searching for articles to affect it.
My current favourite quote is: Punch them in the face, see what happens!

This has been brought up quite a few times. We have a task (but not one of our higher priorities ATM) to rework this so that filters are not automatically saved. You can still save but it will be an explicit option on the relevant page and in your member profile.

sounds good. I have three additional suggestions:
1.
when some filters are in effect, always show them. Do not hide them behind a "show advanced search" widget. Whatever choice is not visible should not be in effect. Case in point is the "Search Message Boards" page.
2.
the default values for dates (from and to) are fixed to "stone age" and "today". I seldom search old stuff, most of the time I'm searching for a message I know is less than 1 week old, and then I must adjust the from date: select this year from the combobox, select this month from another combobox, then click some day. Please simplify its use.
My preference would be: adding another combobox with the choices:
- last week (i.e. no older than 7 days)
- last month
- last year
- between from and to
And then the choice should be persisted (and probably visible on the settings page if other search settings are also made available there).
3.
You offer a choice between posts, replies, posts and replies; which is good.
I would also like a checkbox saying "subject line only"

When member B votes member A's message up in a programming forum, in the Lounge, etc. two things should happen in the rep department:
1. A gets rep points (number and category depend on some factors) for being up-voted;
2. B is supposed to get 1 organiser point (within some limits).
The first part works pretty well, except for too many messages not being regarded as answers due to a bad choice of default icon, resulting in lots of Debator points that should have been Authority points. Soit. That is a minor mistake in view of the other one:
I can tell now for sure, the second part does not happen: B is not getting his Organiser point. It is A who is getting the Organiser point!
I have tested with an answer in C# and a general message in Lounge, B's rep did not move at all, A gained 6 points on each occasion, 5 in authority or Debator, and 1 in Organiser.
In all likelihood this mistake (I assume that's what it is as I fail to see the logic, and it is not in accordance with the rules here[^]) got introduced some 3 weeks ago when a lot of people suddenly lost a lot of Organiser points (and maybe a color grade too) at the then recalculation, as first reported here[^].
I am still recovering from that hit. And I want my points back! Let there be justice.

It probably is, most of the time, in non-programming forums; and occasionally in programming forums too.
However, quite often a programming forum thread is a technical discussion where, in a simple case, a question gets answered with a real answer or a request for extra information, then new information is provided and/or a new question is added, etc. So it is often a Q-A-Q-A-Q-A sequence, however by default only the first two get a significant default icon; all the others, whatever their intent or content, are "General" by default and hence qualified Debator material. Here[^] is an example.
Manually setting the message type to Question resp. Answer (as I did on this occasion, to no effect, which is normal, as this is Lounge) suffices to change the qualification, but is easily forgotten. Modifying the message type in a later edit, has no direct consequences (not sure if it has after a recalculation, I think not).
But that is all minor, as I said before. Giving the points to the right or wrong person is the issue.
