I voted 5 for this technical blog. When I voted, I left a message of "Neat tips" (or something like that) in the dialog that popped up. However, that message did not get posted to the forum at the bottom of the technical blog.
One theory: my first vote wasn't going through (showed that circular progress animation for about 30 seconds), so I clicked the permalink at the bottom to refresh the page. I then recast my vote (I made sure to enter "Neat tips" again) and it was cast instantly. Perhaps that first attempt made the vote go through, but the message never got through. Hence, my second attempt may have been ignored since my first vote may have already been cast.
Another theory: on my second attempt, I noticed the box disappear and pop up at some point and it caught my attention. I clicked the 5 radio button and moused in and out and may have closed then re-opened the textbox that popped up (I was testing what conditions caused it to pop up). Perhaps a boolean that is set when the textbox is closed does not change when it reopens.
EDIT: I just tried a third time with a new message. It showed up this time (link). That leads me to believe my second theory above is more likely than the first theory.
Third theory: the second attempt that apparently succeeded may have actually failed, but an error got swallowed so the UI went merrily along to inform me that it was successful.

Oddness today. I sure this has something to do with the coming apocalypse.
When submitting a comment via the popup, no check is made as to whether the popup was visible or not when the post was made. I think theory #1 could have been closer.
What time was it? I did an update around lunchtime (eastern time) that certainly would have caused excessive weirdness.

Users with disabled accounts will see a notification when they attempt to log in that reads, "your account was disabled. please contact the administrator [webmaster address]."
Most of the time they don't. Bad spammers know what they did on the carpet. Naughty.

You can delete the question and the team can still delete the account. That way, the question can be removed without having to wait for the team to be up and about. This is one of the reasons that higher rep members have the power to delete questions, to help the team.
|
|
|
|
|
There is also a "report member" link on member pages you can use to report members. Not sure if it's automated, but if enough people click that, then the account will be disabled.
|
|
|
|
|
Chris recently reversed one account that was disabled that way, so I assume it's an automated system.
