Also, table captions could use some styling. Right now, it's hard to even tell they are the caption for the table. More info on this can be found here.

Create a WPF Outlook Bar without any Procedural Code got four 1-votes, one 2-vote, and one 3-vote, yet has no "my vote of" messages for the range 1-3. Before, this issue seemed to only occur some of the time, but it seems that with this article is has happened with every single downvote.

The system that forced a comment to be added when voting is only reasonably recent. This article is older than the introduction of that system.

I just reported an article which looks like it violates rule 2 of the guidelines. Unfortunately there is no "Advertising" category so I had to use "Spam/Abusive", which seems a bit harsh.

If it is advertising and it is not a question and it doesn't have any answers attached then why not delete it? Do you see the point I am trying to drive home here? Who's feelings are you going to hurt if you delete it? Reporting it give you rep points and deleting it serves the community.

Because I don't have the authority to delete articles, only to report them. This also allows other members of the community to counter my vote if they think the article does merit publication. It's not a question of whether I am right or not, more one of consensus.

Yes, and I still don't fully agree with it. If I am given the authority to delete articles/questions/answers etc then I can easily abuse that power for my own benefit rather than that of the site as a whole.

Then that is a personal issue and not a global issue. I hardly ever delete anything - ever. But if I see a McDonald's advert in the Q/A forum, you can sure bet I'm going to delete it not report it.
With that said, I do see what you are saying and you do make some valid points. I consider you to be a senior member here and your record shows a great contribution as well. I am not trying to be argumentative or disrespectful.

The news page seems to show an extra row at the bottom from two days ago. It seems the number of articles (rows) per day changed from 11 to 12 recently. Wouldn't it be a lot easier if you just got X # of articles based on two day increments?
