How do you expect people to answer that? Without seeing the code that causes you a problem, we would have to guess. Remember, we can't see your screen, access your HDD, or read your mind! So, some people will downvote it as a bad question, particularly if they have met similar questions from you before.
"Picturebox error at Visual-WebGui" Was posted all in upper case - which on the net is called SHOUTING and is considered rude. The reply you got was not unreasonable, considering.
I don't know who is downvoting you, and I don't know who is deleting your questions (I can't see them, because they are deleted), but if they are along the same lines as the others, than yes, I can understand it to an extent.
Remember, we don't get paid for this. We do this because we like to help - if you don't help us to help you, or you are rude and arrogant, you are going to annoy people, who will react in whatever way they can.

I didn't see the code - but if you posted the whole file, than I can understand that. We need to see relevant code - we don't want to try and wade through your entire program searching for the little tiny bit that has the problem!
You have to remember that everyone here is an individual. You will get positive and negative responses to anything (and pretty much everything) you do here. The important things to remember are:
1) We can only see what you write - not what you meant to say. So if it isn't clear, it will be misinterpreted. A history of good answers does not save you from being downvoted if someone takes offence at what you write. And they will. Trust me on this, they will...
2) Help us to help you. Sit back, look at your problem as if you had to answer the question. What info would you need? What info is unnecessary? Now write it again. And look at it again.
3) Don't take points seriously! They aren't important, really. I know, I know, that's easy for me to say - just look at the huge pile of the things I've got! But I think in a way I have got that many simply because I don't go chasing them - and I try to learn from my mistakes, and not repeat them.
4) Re Caps lock: If you make a mistake, apologise - and don't do it again! Shouting is rude, so reviewing your post just before you send it is a good idea - I have to do it every time, because I mistype things all the time, and if I didn't most of my posts would look like garbage! 
5) Don't assume that what is normal in your culture is normal in all. A "Please" and "Thank you" go a long way to helping get a good response.

Another hint - most people on this site cannot abide text speak. Use proper English when posting on the forums, and that includes proper capitalisation. If you use text speak you will get down voted. And if you are going to use emoticons - just one will suffice, no need to put four in a row.
