My network application deals with security, and as such, it requires that real time updates be distributed to its clients within just a few seconds of their occurrence.
Right now, it uses a custom network server that implements a push model. This works great because each client doesn't have to hit the server every few seconds just to find out that nothing is happening, and the server can spend its time doing useful stuff instead of responding to thousands of wasted requests for data from the clients.
Now I am thinking about moving the system to a web server, and having the clients use a web service to communicate with it.
Is it possible to use a push model with a web server? Can a web service accommodate such a design? If not, is there some other way to solve the need for real time updating without having the clients pummel the server to death with thousands of useless requests per minute?

One way to do this is to incorporate OASIS Web Services Notifications[^]. It is not exactly bleeding edge, but it is an accepted and standardized notification interface.
To be honest, I found it a bit cumbersome getting all the schema dependencies straightened out, but it is doable.
I am only going to throw a few links at you since you will have more fun searching for information yourself  . You should be looking for references to "WS-BaseNotification", such as this tiny page[^] on Wikipedia.
Another approach I would like to try out, but still have not had time to play around with, is setting up a callback mechanism as outlined in this CodeProject article: How to Get Notifications from a .NET Web Service[^].
It is an interesting concept with potential problems that could be worked out. Essentially, the client performs an asynchronous call to a web service on the server and the server "parks" the response. Since the client is expecting a response, it does not tear down the connection. Whenever the server has a notification to send, it sends the response with notification information to the client, which will process it and perform a new call to the "callback web service".

I will look into those links you provided.
The coincidence is that a very early version of my system did use the "response parking" technique, but with .NET Remoting calls instead of web service calls.
This proved to be very difficult to manage for reasons that I can't recall at the moment, and that's when I developed the push implementation.

I am developing a GPS tracking app on Android using Eclipse IDE and send to location upadte to web server.so that on every 10minan android phone update to webserver over map..its like if the user using cell somewhere or spceifoc location so the webserver update/track that location on the map using GPS.i dont know where to start,please i need to help..how to write a code on eclips..and how to make others phases? please help..my question is that how to make web development?

I have no idea how your application is supposed to operate so I cannot begin to suggest what coding is necessary. I would suggest you spend some time researching the parts you need to work with and come back here when you have a more specific question.

I found that many html users utilize the SECTION in a wrong way. One of my co-developer(in fact he is an HTML UI designer) uses SECTION as instead of DIV. I noticed some use this to wrap the content.
I am very interested to know, for what purpose are you guys using this SECTION?

The section element is one of the new HTML5 elements, like header, footer, and other semantics.
As far as I know, they work quite the same as a div, only the div is a more generic way of dividing content.
The section is used for a specific group of content.
If your co-developer is using section everywhere, he is using it wrong and he has to use the div element.
It is possible to use more section-elements.
With the use of section, the developer has to call it only once in the CSS-file with 'section{}'. Kinda like a class attribute, but used for specific areas on the web page.

I avoid usage of semantic elements that were introduced in HTML5(like section) (except article, aside) because I mostly work with web apps that are compatible with older browsers (IE8, Atommic 1.0 etc.)

3 tier is nothing but how code is managed and decoupled. Any of the above asked feature will not change because of it. There are number of articles on memebership, role, profile, SiteMap and Menu on web. Go through them and use them. Post specific issue if you face.
For 3 tier:
Create a class library - BusinessLogic. Add a reference of it in UI layer project.
Create a class library - DataAccess. Add a reference of it in BL layer project.
Now, from your UI, use the object model and pass on to BusinessLogic project class. This class is a Business logic class. Do the changes as per your need here.
Now, pass on the changed data from business logic class to dataAccess project class. In this class, use ADO.NET and pass on the needed values to Stored Procedure.
For getting back data, it will be transferred from DA to BL and then BL to UI layer.
