Can it be made "inactive" or something that does not delete it from the author's repository? That way he can come back and update it if he ever resumes the project.

I'm not sure it is spam this time - his bio gives a different company (and Italian, rather than USian) from the one selling the kit, and it doesn't read too much like an advert.
I'd let it through, I think.

I was also going back and forth on this article. At one point I thought it was some kind of hoax/prank because of the wiggling cat ears also sold by the company selling MindWave (not ears for a cat, but for a person to wear - I still think that part has to be a joke). I don't want to post the link, but if you Google "necomimi", you will see what I mean.
However, the most frightening thing in the article has to be the instruction at the end that makes me think about the neuralizer from Men in Black:
Blink your eyes to change the led's state and erase from your mind all the think, except the LED!!
