If I were you, I'd start by reading this[^] to get a general understanding of the article. Pay particular attention to the Restrictions section.

I spend a lot of time on CP and in my opinion 1..5 star rating (voting) system should be replaced with "recommend" button.
The sad fact (recognized by many high profile websites) is that multiple-grade rating doesn't work on the internet.
Too many people click 5-star rating if they simply like an article. They don't reserve 5-star for exceptionally well written and informative pieces. This is the reason why some short or badly formatted articles end up as "excellent".
I would like to click 5-star to distinguish great articles. But by clicking 4-star I would lower the average grade of good article below the rate of some mediocre articles (that have 5 star rating because most people simply don’t give a s**t about the meaning of 1..5 grades).
If dropping old 5–star system is not an option, maybe you should replace stars with actual words like "good", "exceptionally good" etc.?

Everything seemed alright with me when I just visited it. Maybe a glitch in the system.
What did it say in the lower left hand corner. I can see this:

Sorry, but this is still not it. What I'm looking for is at the absolute bottom of the page at the left hand side. Search for any of these words you find below:

It can't be that hard to find since it is at the bottom of the page. You really can't get any lower than that.

Look at the "Show" dropdown. If "Last Visit" is selected, then you only see the messages posted after your latest visit. Choose "All" (and then click on the "Update" button) if you want to see all messages.

Since the question "in question" was deleted I couldn't respond to your comment and you also don't have the private email option enabled so I'll "hijack" this response:
You were absolutely right and I'm intrigued if this "feature" has been reported in the Sugs & Bugs Forum. I don't think deleted questions should be visible at all (unless they are your own) by any means whatever.
What do you think, shouldn't that be reported?

I use this "feature" when I report abuse and if the abusive question is deleted already, to prove that it's really abuse.
Perhaps a question shouldn't be accessible when it's deleted by the OP, but accessible when it's reported 3 times.

It is probably just your forum settings that have changed (somehow). Check the orange bar just above the forum posts (where there is a checkbox for "Profile popups" on the left side). All the way on the right side, do you have "Show" set to "Last Week" or something like that?

When I visit my reputation page, there is a pager at the bottom of the table. If I click "Last", I am sent to http://www.codeproject.com/script/Reputation/List.aspx?mid=3750834&pgnum=1993. The page is empty (notice it says page number 1993).
Also, just noticed a bug from a while back... if I click the highest number in the pager, I can page past the allowed items (e.g., I can reach page 17, which is empty, as page 13 seems to be the last page with any items).
