IMHO he has his right to that kind of voting. In any case he explains why he down-votes the article - It may be wrong but much better that those were voting 1's with a comment of 'ha ha ha'...

You are probably right about that. However, I am always concerned when I see users whom their entire activity is giving low ratings to articles of others (as obviously they have never published anything of their own...)
