This guy actually deserves a price, but I will just report it instead. He has found an unlisted forum (Python) where it is possible to post anonymously.
If you are unfamiliar with this, it means you can post messages without logging in - without even having an account, which is why I am unable to provide a link to the spammers account.
It used to be possible to post messages here on CP like that years ago and I had no idea there were still forums around where you could do that.

They are trying it harder every time.

I found some using a quite low profile, posting links in reasonable answers which redirected to a jpg with the spam in another site.

That's a good one too. It is almost like the ones that post links to a CodePlex page and when you read the description of the project, it is just a collection of samples for a commercial product.

Poor developer? No, IMO. You would first have to be a developer. He is relying on others to write his code for him and copy/paste.
Troll? Probably not. A troll posts inflammatory material in order to get attention.
Abuser? Sure he is abusing the system. Getting people to do his work for him. He has obviously learned nothing except post on CP and someone will write his code for him. As long as people allow this to happen, he will continue to do it.
