Yes, there is a reference to a Finnish site. I cannot read Finish, who knows what is that? Maybe someone would read it and tell us? What if this is just an example of HTML?
Yes, the post is questionable, but we should be careful enough, to avoid false accusations.

Since few days, i came accross so many posts and members who don't know how we handle/consider something as spam. They post something to get help. I don't see any intended promotion from that message. But yes, as per our guidelines it should not be. So going to advise him for the same as its the first time.

Agree. I think this person should be warning about possible accusation in spam and seriousness of such offense and advised to be more careful.

Hence the question-mark on the end of my subject line - it looks a bit spammy to me, but I'm not entirely sure. 
I don't speak Finnish either, but using Chrome's built-in translation tool produces a credit-comparison site. The site's title translates as "consumer credit reference". An example of the translated text from the site:
A comparison of consumer credit you can easily see where you can get cheaply credit without collateral.
Quite possibly an innocent mistake, but this definitely looks like the sort of site that generates lots of spam.

Yes, I noticed your question mark; this is not to argue against your post. Thank you for taking care about it.
Would you also talk to OP and just warn this person about possible spam accusation and potential consequences. Unfortunately, the first OP's post is more like advertizing of some commercial site.

I can not see any Spam content over there? I even dont see any sign that its modified. It may be the case that it got modified but modified tag is not getting reflected. Not reporting for now, but close eye will be there on the member.

It was the link to the Finnish "consumer credit reference" site that concerned me. It's possibly just an innocent mistake - hence the question-mark in the subject - but it definitely looks like the sort of site that generates lots of spam.

Please look at this. Not only this person fakes the "answers", but in response to my note I see "shut up". At no circumstances we should tolerate rude words. People may have different opinions, but they should be discussed without rudeness.

No wonder we have more and more of such cases which compromise the reputation of out site. Last conflict like that was after the report by Maciej Los, but some clever members accusing himself in "provoking" a member by some criticism. Don't some members get benefits over others? When criticism is considered as abuse, but telling unacceptably rude words in response as an acceptable behavior. Double standards?
Yes, in some cultures "shut up" isn't so innocent; it should be apparent.
