Am I missing something here? If I read it correctly that's what developers earned using AppStore. So it's not Apple that pays here but rather gets money for hosting sell point, right?
Using that logic it is not your employer that pays you, but government because you pay taxes

The plan I'm told died a sudden death the day the first box was given to a secretary. 
I predict the same thing will happen to this plan when the first good secretary (by definition someone who has to be a word power user) attempts to format a non-trivial document in Open/LibreOffice.
