I don't bother submitting issues to Microsoft any longer. I've tried several times with Visual Studio bugs, and their response has always been ... rude. One issue was closed with no comment, another was marked as not worth fixing, and once they deleted my submission entirely. The last straw was when a member of the VS team told me to stop commenting on an issue.
Microsoft Connect is a waste of time  .

1. Seconds before I read this I opened up IE 11 to come here. IE opened on the last screen it was on, and in a maximized state. I don't see the problem you're having.
2. Tooltips are a crappy way of displaying anything longer than a short description.

Maybe so, but we're talking about a simple usability issue with a one or two line of code fix.

Here's a one-liner:
ToolTip.Timeout = ToolTip.Length * 1000;
Timeout in milliseconds, of course.  No, IMO a tool tip is there to give you a quick tip, not to show you a 300-liner. Although the idea of dynamically adjusting the display time depending on the text length isn't bad, I think it would be hard to implement correctly. I mean, how long is enough? There are fast readers and slow readers, and a generic value would not satisfy everybody. For slow readers, it would still dismiss too fast, and fast readers would find it annoying if it stays around for too long. There must be an easier way - prevent the tool tip from closing as long as the mouse is hovering over an item, for example.

That seems to be the Chrome and Firefox approach. IE dismisses after a constant 2-3 seconds, regardless of what you're doing.

I never took notice of the behavior, I hardly ever stumble upon long tool tips, but it seems to be the right approach.

If your application supports long tooltips, then it behooves you to give the user time to read them.

Indeed. I just tried IE, maximized, non-maximized, each time closing it on different monitors. It restores exactly in the same size it had when it was closed, on the last monitor it was closed from.
As for tooltips...the on-screen duration is system-wide, so I wouldn't blame IE for it. Of course any app is free to set its own, but again, IMO if it had to be set based on the length of the string being displayed, I'd want it to be fixed in the OS rather than individual apps.

If this is all one will gripe about, that's pretty good proof IE's made great strides in the last couple of years.

The only days when IE (the missing version number is intentional) doesn't suck is when you spend the day in a very quiet and dark room with no pc or any kind of devices around. And when you eventually turn on the pc and use Firefox/ Opera/ Chrome instead.
I hope that day when the toaster has his own OS with IE never come

Re: positioning...open a blank instance of IE, position/size it where desired and then close it still blank with no website loaded. Then double-click one of your website icons and watch it open in the proper position. Some sites that interfere with the size/position of your browser won't obey your new position though.
It works for me on IE 11, anyway...

If you right-click/inspect element, it'll open up with focus set to the title attribute, so you can read it at your pace.

I am attempting to buy another house and have approached three solicitors who have declined to do the job.
The first said they do not do conveyancing, even though in my email I said that there would be no conveyancing as we would be doing this ourselves, we only needed them to draft a contract of debt.
The second said that they would be willing, but only if the whole process was done by themselves, such as searches, surveys, conveyancing etc.
I said that it was not being bought my normal procedure, but I am borrowing the money from my parents in order to buy the house they already own, and in which I am living.
So they thanked me and declined.
The third one said it was not worth their time for such a small amount of work.
WTF?
OK, so I have finally found a local ambulance chaser who will do it for me without the rigmarole.
But seriously, are solicitors so rich they can turn down work?
I would have used Michelle's company but there is a conflict of interest.

Michelle would do the conveyancing and I do not need a mortgage as my mother is lending me the money to buy the house.
One Letter, and I can fill in the TR1 myself and get the wifey to do the conveyancing within a couple of hours.
I even have the SDLT sitting waiting, ready to go.
